Good Tidings and Great Joy!

 It’s what the Research Seminar on Dissemination and Utilization of Research Findings/Results cum 3rd Division Research Festival brought to the participants, particularly to the researchers. With the theme“Thriving on Basic Education Excellence through Outcomes-based Research Practices,”the festival held at Manila Grand Opera Hotel on December 18, 2019 was truly a success.

Dr. Buenafe E. Sabado, OIC-ASDS delivered her welcome remarks filled with inspirational thoughts for the participants. She believed that research findings must be utilized not only by the researcher but also by the school and the division as well. She reiterated that the division is harmonizing with DepEd’s programs and is now gearing from access to quality. “In order to achieve the quality education that we are hoping for, we need to make innovations that are founded on research,” she ended with conviction.

The keynote speaker, Dr. Warren A. Ramos (Chief, PPRD-DepEd NCR), started his discussion with the trending result of PISA. According to him this assessment proved that research findings must really be utilized to solve current challenges that our basic education system is facing today. He emphasized the two main variables on the seminar’s theme, (1)basic education excellence; and; (2) the outcomes-based research practices which he believes calls for an ultimate challenge of deepening the analysis and definition of excellence in our system and reviewing our own research practices if it is really an outcome-based research practice. He also shared the 3E’s,as one of the best practices in doing research: (1) Examining; (2) Experiencing; (3) Enquiry –the best method of research is asking (Listening to the Voice of the Customers). He also briefly discussed the developmental frameworks and practices of DepEd, which focuses on the direction of the different DepEd programs, projects and activities. He explained the goal of DepEd NCR Regional Director Malcolm S. Garma’s designed framework, which focuses on the attainment of the Sustainable Development Goal and Quality Education by doing things differently through a “Happy Schools Advocacy” centered on life long and 21st Century Learning.

In addition, Dr. Warren inspired the participants by saying that while there may be wide-range of challenges related to the conduct of research, they must always remember the benefits that can be derived from the undertaking. He inspired them to pursue and be part of the change that they want to happen in their school in particular and in the Filipino learners in general. DepEd NCR hopes that this will be the beginning of a more fruitful engagement of educators who dream of excellence in their craft. In parting, he said,“we are not what we repeatedly do, excellence then is not only an action like what we do in research but a habit to disseminate, apply and continuously improve.”

Dr. Gemma C. Villaluna, the Chief of the School Governance and Operations Division, shared the research journey of the division which started in 2016. She proudly stated that SDO Navotas City was awarded as the Division with the most number of BERF approved research in the region from 2016 up to present.

The program ended with a closing remarks by Mrs. Loida O. Balasa, Chief of Curriculum Implementation Division. She recognized all the efforts extended by the whole division led by Mr. Bonifacio C. Dullas, IV, Senior Education Program Specialist for Planning and Research.

Truly, the Research Seminar on Dissemination and Utilization of Research Findings/Results cum 3rd Division Research Festival was a big achievement through the leadership of Dr. Alejandro G. Ibañez, ASDS, OIC – Office of the Schools Division Superintendent.
